Regulatory Framework for the Preparation of the State’s Development Budget Estimates for 2026
This list comprises regulatory guidelines jointly issued by the Ministry of Economy and the Ministry of Finance under Circular No. (1) of 2025. It pertains to the preparation of the State’s General Budget estimates for the fiscal year 2026 (both operational and development budgets), as well as the framework for the Eleventh Five-Year Plan (2026–2030). These guidelines aim to direct government entities to prepare accurate estimates aligned with national targets, thereby contributing to achieving a balanced fiscal position and ensuring financial sustainability amid regional and international economic developments.

This database presents the key sovereign credit rating indicators as determined by the three major credit rating agencies: Standard & Poor’s, Moody’s, and Fitch The credit rating is a measure of a country's ability to meet its financial obligations and determines the level of risk associated with lending to it. The rating is based on economic and financial factors, in addition to political stability and external risks, all of which directly impact the cost of borrowing from international markets.
The database contains a list of economic agreements signed between the Sultanate and countries around the world, supporting the Ministry of Economy’s mandate to establish foundations for international cooperation and conclude agreements that enhance Oman’s global presence, thereby driving comprehensive development and strengthening its economic standing.
